Interface for objects that can create PageCollection instances.

PageCollection makePageCollection(PageSequence pageSequence)
                                  throws AreaTreeException

Factory method to create a child PageCollection instance.

Parameters:: pageSequence - The FOTree PageSequence that is generating the new PageCollection.
Returns:: A new PageCollection instance.
Throws:: AreaTreeException - If the new PageCollection instance is unable to add any blank pages it is required to add at the beginning.
